Compute capacity, delivered across borders — with compliance built in.
cootokens integrates compute capacity and delivers it as a service to enterprises operating beyond their home market. Every engagement starts with eligibility screening and ends with an auditable service record.
What we deliver
We are a capacity integrator and service provider. We do not manufacture, sell, or transfer hardware — everything is delivered as remote access to capacity.
Capacity integration & delivery
We aggregate compute capacity from qualified providers and deliver it as a managed service — with predictable access, usage metering and a single point of accountability.
Service agency for cross-border teams
For enterprises whose teams operate across jurisdictions, we act as the service counterparty: one agreement, one service record, clear boundaries on where workloads and data may reside.
Local presence support
Where a target market requires a local operating entity, we support clients in establishing compliant local operations — tax, payments, branding and market access — as a standalone service.
Compliance documentation
Every engagement carries a documented eligibility review, a defined data boundary, and records that stand up to downstream audit or counterparty due diligence.
Our operating principles
Cross-border compute sits inside a dense regulatory environment. We would rather decline an engagement than deliver one we cannot document.
Eligibility before engagement
We screen every prospective client before contracting, and we ask for the information we need to make that assessment — including the identity of the ultimate parent and beneficial owners.
Full disclosure, always
Control relationships are disclosed as they are in every filing, declaration and due-diligence response. We do not structure around disclosure obligations.
Clear data boundaries
Where a service must remain outside a given jurisdiction, that boundary is defined in the contract and enforced in the architecture — not left to interpretation.
No hardware transfer
Our service is delivered as remote access to capacity. We do not manufacture, sell, resell or transfer regulated hardware items.
No facilitation of evasion
We do not design, participate in, or advise on arrangements whose purpose is to circumvent export controls or sanctions. This is a public position, and no commercial commitment overrides it.
Documented and auditable
Eligibility reviews, usage records and service logs are retained so that the basis of any engagement can be reconstructed after the fact.
How an engagement runs
Four steps, in this order. The sequence is not negotiable — step two can end the process.
Introduction
A short call to understand your workloads, target markets and timeline.
Eligibility review
Entity structure, ownership and intended use are reviewed and documented.
Service design
Scope, delivery model, data boundary and record-keeping are agreed in writing.
Delivery
Capacity is provisioned, access is issued, and the service record begins.
